The State of Michigan gives away about $1.25 billion each year in the form of tax abatements and incentives to try and lure companies here to Michigan, but what we find is that sometimes those dollars go to companies who hire workers from other states, sometimes from other countries. And so the "Hire Michigan First" package is a 12-bill package that would reform the way we do economic development and state contracts to make sure that Michigan workers are the ones that are hired first. If Michigan taxpayers are putting their money towards creating jobs, it should be Michigan workers that get those jobs.

The inspiration for this package was the anxiety that people are telling us about back in our districts, anxiety people are feeling about the security that they're going to have in their golden years. And basically, that's what the pension is. It's providing a strong foundation for when you get to the end of your career, that you know you're going to be able to provide for your family, pay the rent, and pay the bills. But at its very heart, a pension is a promise. A promise from a company, to the workers, that if you pour your entire life into a company to ensure its success, you deserve to fulfill your dreams, of having a secure retirement. Businesses that make business decisions to zero out pension funds, and jeopardize the security of our workers don't deserve the economic incentives that are available through the State of Michigan namely the Michigan Economic Development Corporation or the MEDC. Companies that intentionally jeopardize pension will not get tax breaks, and they must return what they have received back to the state. During this time of scarce economic resources, we must ensure that we share them exclusively with companies who fulfill their promises to their workers and their pensions.

What we need in the State of Michigan is a statewide energy policy for the 21st century. That energy policy should include at least three things: Education, conservation, and innovation. Education: we need to teach our young people how important energy issues are, and how it’s important to conserve. Conservation: we all need to do our part and save energy, in our cars, in our homes, and in our daily usage. And innovation, in the State Legislature, we need to encourage companies to innovate and adopt new technologies and alternative fuel sources to reduce our dependence on foreign oil.

We know heating costs are expected to rise significantly this winter, so we must act now to help Michigan families stay safe and warm. House Democrats have introduced legislation to ban utility companies from shutting off heat service during the winter. It’s literally a matter of life and death for some seniors on fixed incomes, and the low incomes folks who very well might get their home heating shut off during the very, very cold winter months. Michigan families are facing soaring gas prices and a difficult economy, helping our residents cope with expensive heating costs is the right thing to do.

The fingerprint signature bill would allow a person’s thumbprint or fingerprint to serve as their legal signature. Which doesn’t seem very important to you or I, who can easily write our name, but for somebody who has problems with their motor skills, it’s very important that they have their own unique signature. This is my very first bill, it passed unanimously, and I’m very excited.
