"Hire Michigan First" is a package of legislation that we have been working on since roughly last summer.  And at the heart of it, it's about job creation.  Certainly, as you know, Marc, nothing that we do in Lansing goes through without talking about job creation.  Everything that we do is viewed through the prism of how do we jumpstart this economy in Michigan.  "Hire Michigan First" is about rewarding companies that help us tackle this unemployment problem that we have.  It's about 12 bills and it basically says that when we give out tax abatements or tax breaks or other economic development incentives to lure companies here or in the doling out of construction contracts we reward companies that hire Michigan employees and Michigan workers first.
